I have the honour to acknowledge
the receipt of Your Lordship's Despatch No. 164 of the
24th ultimo, asking me to report whether I was aware or
not, of any objection to the appointment of Mr. Tam Tsz
Kong to act as Consul for Cuba in Hongkong.

In reply I have to inform Your
Lordship that I am unable to find any precedent for the
appointment of a Chinese gentleman to any official position
in Hongkong except to positions under this Government. I
am unwilling to create a new precedent in the matter and
moreover I consider that Mr. Tam Tsz Kong having graduated
in Chinese Official methods as Consul for China in Cuba it
is not advisable that he should act as Consul for Cuba in
Hongkong.
