We have received a telegram from J.O.P.Bland:- Canton Kowloon Railway. At a meeting held yesterday
negotiations deadlocked the Chinese Government insisting upon 964 and refused to pay 5% Commission except as regards materials from England undertaking at the same time give preference to them on equal terms. stop. We propose to suspend negotiations until arrival the British Minister. We would suggest impress upon the Foreign Office present position due to bad faith Chinese Government rather than Provincial opposition,
