process. In spite of the gravity of the "Sainan" case which
has attracted so much public attention, I have reason to believe
and my opinion is shared by several persons in a position to
speak, that deeds of violence are on the decrease though much
remains to be done. The organization of a proper police force,
both on shore and on the waterways, seems the obvious and only
real remedy, and to effect this i think the assistance of European
experts is absolutely necessary. The difficulty lies in Viceroy
Is'en's dislike of foreigners and in the expense involved, his
financial position being extremely unsatisfactory. A possible
solution might be a foreign loan for the special purpose, the
employment of a certain number of suitable foreigners for a cer-
