Under regulations which can easily be framed to effectually
safeguard the labourers without unduly hampering the trade it seens
to my Committee that British steuners should be allowed to compete
for, instead of being deaarred from carrying, contract labour to
countries other than Eritish possessions. Une condition of the trade
might be that it is carried on with the consent of the Governments of
both the exporting and importing countries. Other nationalities
place few, if any, restrictions against such a trade, which, if pro-
perly conluctel, is as honourable a means of employment for shipping
as the carriage of free passengers or gools.
trom various causes the carrying trade of Eritish shipping
in the Far East, as regards the transport of coolies, has been subject
to great fluctuations principally of a discouraging and declining
character, and any efforts calculated to bring about a steady and
extensive passenger traffic in the lirection of new fields of enter-
prise should commend itself to this Colony from which the greater
part of British shipping employed in the China Seas is directed or
controlled.
No objection is raised by the Chinese Authorities to the
exportation of coolies under contract service, and the importation
of such is much desired by various States in Central and South America
where the native labour is both insufficient and inefficient. My
Committee therefore trust that is excellency the Governor will be
able to support the views advanced by my Committee on this subject,
and that he will seek powers to enable British Shipping in Bar Bastern
Waters to carry a share of the Chinese labour required in listant
countries when the importing and exporting countries are agreeable to
sare,
and to amend the laws prohibiting voyages of over 30 days
duration so as to enable British Shipping to carry Chinese free labour
to the War distant ports of Central and Southern America.
