I have the honour to transmit a copy of a
letter from the Hongkong General Chamber of Commerce cover-
ing one from Messrs. Dodwell & Co.,Ltd.. asking that the
Hongkong Chinese Emigration Ordinance (No.1 of 1889) should
be amended so as to allow of British ships carrying Chinese
labourers to Foreign countries under contract service and
British emigration officers at Treaty Ports granting
licences for voyage of over 30 days duration.

With the first of these proposed amendments,
I have already dealt fully in my despatch No.120 of the
2159 17th. May last. Subject to the condition suggested by the
Chamber of Commerce that the trade is carried on with the
consent of both the exporting and importing countries,
I
now recommend that it should be adopted. I think also that
the limitation to 30 days of the voyages for which British
emigration officers at Treaty Ports can grant licences
