I have the honour 'to acknowledge the receipt today of and to
thank you for your letter No.114 dated the 19th. instant giving me
a satisfactory report of the action of the Chinese officials in the
matter of the piracy on board the S.S. "Saina".
2. As the matter, closely affecting as it does the trade of Hongkong, has naturally created great interest here I have thought it advisable to comqunicate your letter confidentially to the local
Chamber of Commerce and Branch of the China Association.
3. I quite concur in your opinion as I gather it from your
letter that however advisable it is that the present case should be
satisfactorily dealt with, it is even of greater importance that the energy of the Provincial Officials that has been excited by it should
be directed to the organization of reasures which will permanently
secure in the future the two Kwang from the prevalence of the piracy
which has been so injurious to their trade and to the trade of this
Colony in the past.
4. I am glad to learn that you have been able to utilize the services of the two Chinese detectives sent from here, and it is scarcely necessary for me to add that if in any other manner I can co-operate with you in this matter I shall do so at once on receiving
an expression of your wishes.
