Action of the Chinese Officials.

Twelve hours after the tragedy i received

telegraphic information of what had occurred and transmitted it to

the Viceroy who is staying at Whampoa on sick-leave. No time was lost

in the despatch of two Torpedo boats to the spot, and the Viceroy's

Secretaries and other officials were present on board at the enquiry

held by me on board the S.S. "Sainan" immediately on her arrival. I

took the opportunity to impress on them the most strongly that the

eyes of all foreign Governments would be on His Excellency to observe

if this brutal and murderous attack on foreigners, following on a

long series of piracies and robberies, was dealt with in a manner

calculated to show a desire and a determination on his part to put

an end once for all to a state of things which is a discredit to his

administration. They assured me that His Excellency is thoroughly in

earnest and was that day despatching both Admiral Li and the Bri-

-gadier General Huang with a considerable force of foreign-drilled

troops and a number of detectives to scour the country in the

neighbourhood of the place where the pirates disembarked. I urged an

attack on the large village of Tai Ping a few miles inland, which is

well-known as the resort of pirates who have a stronghold on a hill

close to the village.

Today I have received a letter from the

Viceroy announcing the capture of two of the band by the River

Folice. Two Hongkong detectives are endeavouring to trace the boats

used for disembarking, and H. M. S. "Moorhen" is watching the proceed-

-ings of the troops in the neighbourhood of Tai Ping.
