time and doubtfully honest if one is not so prepared. The

only excuse I can offer to Your Lordship for having con-

tinued the importations is the greater readiness with which

one accepts a system that has been long in force and has

been sanctioned by ones predecessors than that with which

one recommends the adoption of a new proposal for which by

such recommendation one makes onself entirely responsible.
