With reference to the first paragraph of
Lord Onslow's despatch No.447 of the 30th. December, 1902,
in reply to Major-General Sir William Gascoigne's despatch-

es No.374 of the 20th. August and No.385 of the 29th.August
OL. 4087* 1902, on the subject, inter alia, of the establishment of a
British Postal Agency at Tientsin, I have the honour to
transmit a copy of a letter with enclosures from the Secre-
tary to the Hongkong General Chamber of Commerce dated the
2nd. February last asking for a further consideration of
the question of establishing such an Agency.

Upon receipt of that letter I approached His
Majesty's Minister at Peking on the subject of establishing
an Agency under Consular auspices, but his reply was un-
favourable
•

Thereupon I instructed the Postmaster
