Your Excellency of my intention to refer your proposals to the War Office, and meanwhile i beg to protest against any scheme entailing or allowing buildings of unlimited height in front of North Point Battery, or any other work of defence in this command.

I would also point out that as far as can be judged, the effA effect of the Kowloon reclamation, referred to in para. 5 will be to place between Gun Club Hill Barracks and the sea, an area on which buildings will be erected. This site was selected by War Department as having nothing between it and the water except the Road, and benefitting by the breezes from the Lyeerun Fass. If high buildings are to be allow- ed to the East of these Barracks, their value will be deteriorated; and if Chanese are allowed to build on this reclamation, the breeze now sc beneficial will be the bearer of unpleasant smells.
