I have the honour to forward the attached letter

from Mr. Hanmer who has acted as Magistrate's Clerk here for

14 months past and to express the pleasure it gives me to re-

cord here my high opinion of his personal character and capabi→

lities.

Mr. Hanmer is a solicitor both of the Supreme

Court of Judicature in England and of the Supreme Court of Hong

Kong and whilst serving in this Department has displayed con-

siderable ability in the performance of his duties which re-

quire a fairly intimate acquaintance with criminal law and

procedure.

In my opinion Mr. Hanmer is well fitted to hold

a higher position in the service then that which he now occu-

pies and the special character of his legal training to which

reference is made in 0.8.0.2325/08 - coupled with his recent

experience points to that of Police Magistrate as the one for

which he is more particularly qualified.
