I have the honour to transmit for Your Lord-

ship's favourable consideration an application from Mr.

T. A. Hanmer, lately acting First Clerk at the Magistracy

and at an earlier date acting Secretary and Assistant Secre-

tary to the Sanitary Board, for an appointment in His

Majesty's Colonial Service as a stipendiary Magistrate or

to a similar office.

2.

Any vacancies which may arise in this Colony

in offices of the nature of those to which Mr. Harmer

applies to be appointed will be filled by qualified Cadets

and it is this consideration which has prevented me from

holding out any hopes of such an appointment in Hongkong

being offered to Mr. Hammer.

Your Lordship will see from the enclosed

copy of a letter from Mr. Hazeland, a Police Magistrate,

that he considers that Mr. Hanmer is well qualified by his
