The steps that have been taken to minimise the risk of
a future embezzlement of Colonial Monies in the North Portion of the New Territory are as follows:-
1. The issue on the 23rd. March last of the annexed in- structions to Mr. Orme explaining to him in detail what is his duty under the Financial Instructions.
2.
The institution of a Collection Eook for each shroff
and of a revenue Bile to avoid alterations in the Kent koll.
These though not absolutely necessary as checks are a
great convenience.

The raising of the security of each shroff,
The appointment of Police Officers at the various stations to check the shroffs' daily accounts.
5.
Instructions that the Local Auditor or his clerk should make an audit at least once in three months and that the Treasurer should inspect occasionally.
6.
The institution of a regular weekly service to and
from Tai Po enabling monies to be paid in weekly.
