I have the honour to report the circum-

stances in which a sum of $2,903. 08 has been lost to the

Treasury of this Colony through the dishonesty of a Chinese

shroff and through want of proper arrangements in checking

his accounts.

The collection of revenue in the part of the

New Territories north of the Kowloon Hills, is made by the

Assistant Superintendent of Police quartered at Tai Po who

has under him for the purpose various shroffs paid from the

Treasury vote. In 1905 Mr. S. B. C. Ross was Assistant

Superintendent up to December 21st. after which the office

was held by Mr. G. N. Orme who still fills it. Among the

shroffs was one Ip Wai Lam, who was appointed on the 19th.

May, 1904 on the recommendation of Mr. L. A. M.
