I have the honour to inform Your Lordship

that in a letter dated the 5th. April, 1906, the Crown

Agents for the Colonies have reported to the Colonial Secre-

tary that commuted stamp duty of £7,140. 12s. 6d has been

paid into the Imperial Exchequer on a declaration they

had made under the provisions of the Colonial Stock Act

1877 in connection with the recent issue of Hongkong

Government three and a half per cent inscribed stock.

I would call Your Lordship's attention to

the General Exemptions at the end of the Schedule of the

Hongkong Stamp Ordinance (No.38 of 1902) by which any docu-

ment made or executed by or on behalf of His Majesty or of

any department of His Majesty's Service is exempted from

stamp duty in this Colony, and I would urge that apart from

the reciprocity which may equitably be claimed in this mat-

ter consideration should be given to the fact that the loan

requiring the declaration for which stamp duty has been
