The balance of £60,000 on the first instal-

ment would all be required before the 2nd. instalment be-

come due on October 6th. 1907 and it would be difficult to

tell the Crown Agents accurately beforehand when a small

advance from that balance would be required.

The payments for the railway in the years

1908 and 1909 will exceed the amounts of the instalments

received in those years and the excess will have to be made

up from any available excess of assets over liabilities and

and by over-drafts on the Bank or advances from the Crown

Agents which would be repaid from the instalment of 1910.

In the meantime interest on these over-drafts or advances

as well as on the withdrawals from the special fund, will

have to be provided out of general revenue.

If the proposal contained in this despatch

is concurred in Your Lordship will doubtless cause the

Crown Agents to be so informed.
