from the arrangement above suggested.

I have given careful consideration to a sug-
gestion that has been made to me that it would be more
economical to the Colony if this year and next, in which
the expenditure on the railway will probably fall short of
the instalments of £110,000 that will become available
about the 6th. October each year, the Crown Agents made
smaller advances to us out of the special fund to meet our
immediate requirements from time to time and I have come
to the conclusion that it would not be worth while to ask
for this. Immediately the first instalment has been paid by
the Viceroy, a sum of some £50,000 will be required to
cover past payments and anticipated expenditure up to the
31st. December, 1906. This sum 14 made up as follows:-
Expenditure incurred on survey and
preliminary expenses in 1905 to be
credited to the vote for Public
Works Extraordinary
Expenditure anticipated on Items 15
& 18 of the estimates for Extraordi-
nary Public Works in 1906
Additional expenditure anticipated
in 1906 and covered by special votes
of the Legislative Council on Finan-
cial Minutes Nos.4 and 23
