My Lord,

With reference to Your Lordship's despatch

No.92 of the 18th. ultimo transmitting copies of correspon-

dence which had passed between the Foreign Office and the

Colonial Office relating to the organization of the British

Postal Agencies in China, I have the honour to state that

there is no objection to the constables attached to His

Majesty's Consulates at the various Treaty Ports in China

being appointed the Postal Agents of this Government provid-

ed that such constables are reported by His Majesty's

Consul at each Port to be men capable of acting efficiently

as such Agents and provided His Majesty's Consuls will

exercise sufficient supervision over the Agents' Accounts

and Cash.

2.

In the case of the Agency at Kiungchow which

is already conducted by the Consular Constable, I am inform-

ed that the postal work at that Port is much less than that

at
