I find it difficult to justify this concession except by my desire to assist Your Excel- lency to the utmost extent possible in obtaining the sanc- tion of the War Department to a reclamation held to be a military need.

I also onclose a plan showing the lire of possible future reclamation eastwards from Marine Lot 205 (Messrs. George Fenwick & Co's lot) to quarry Bay Marine Lot 1 (Taikoo Sugar Refinery) as well as the proposed main road, 100 feet wide, which forms the principal subject of this correspondence. From what I have already said Your Excellency will understand that I am not in a position to pay whon the reclamation will be carried out by persona to whom areas of the seabed within the general line indicated may be disposed of from time to time under conditiona generally similar to those under which Farine Lot No.285 was leased to Vesara. George Fenwick & Co.
