I have the honour to enclose a
copy of a confidential Despatch which I have addressed to
His Britannic Majesty's Minister at Peking on the subject
of the recovery under Article XXIII of the Treaty of
Tientsin of debts incurred in Hongkong by natives of
China who abscond to China and have property there.

-respondence that has passed in this Colony on the subject.
