I however, respectfully submit that this phrase

is either expressed or understood with regard to all
officers on sterling salaries and that it was not original-
ly intended to place me on an entirely separate footing.
Further, I am quite sure, that had I been appointed
to the Government Civil or Victoria Hospital, no question
would have been raised with regard to my right to occupy
the free quarters there provided. ghis, I think, is borne
out by the decision of His Excellency the Governor, conveyed
to me by a letter dated February 12th 1906, and therefore I
feel sure that General Order 36 (1) may equally he applied
to me with regard to this allowance which is available and
at present lapsing to Treasury.
5. Again I respectfully submit that if it had been
originally intended that ry letter of appointment was to
over-ride General Order 36 (1), mentior would have been
made to that General Order in my letter of eppointment and
the General Order would subsequently have been altered so
as to govern the terms of my appoinement.
