paragraphs 2 and 3 above I saw no grounds for entertaining
Mr. Moore's appeals against my decision that he should not
draw house allowance. I will now deal with the specific
grounds of his appeal to Your Lordship.

The first reason advanced in his
memorial correctly states that he is obliged to reside
within ten minutes of the Gaol. This is to ensure his
being within easy call in a case of emergency arising. He
proceeds to argue that, as he is an Officer of a Hospital
(the Gaol Hospital being a branch of the Government Civil
Hospital) whose duties necessitate residence within or
close to the Institution to which he is attached, he comes
within the exception to the General Order 36 (1) by which

no Officer appointed after the lat. January, 1902, will, be
allowed the privilege of free quarters or be granted an
allowance in lieu thereof.
This Order (36 (1) was based on
the instructions conveyed in paragraph 2(A) of Mr.
Chamberlain's Despatch No. 382 of the 13th. December, 1901,
addressed to Sir F. A. Swettenham, Governor of the Straits
Settlements, and enclosed in Mr. Chamberlain's Despatch
No. 5 of the 3rd. January, 1902, addressed to Sir Henry
