successor of Dr. Thomson; if he is successor to any one it

is to Dr. Laing on whose dismissal he was appointed. Though

he is doing the duties which were assigned to Dr. Thomson

he is not acting for Dr. Thomson for he is not drawing

half of Dr. Thomson's salary and cannot, as an acting mar

would draw any portion of the house allowance which is a

personal emolument. The fact is that Mr. Moore as an

Assistant Surgeon was assigned to medical work at the Gaol

on the terms of his appointment which were no quarters and

no allowances of any kind and that Dr. Thomson, also an

Assistant Surgeon, was assigned to other work which carried

free quarters and involved a cessation of the house allow-

-ance so long as he occupied those quarters. In this con-

-nection it should not be overlooked that the only purely

medical posts in the Medical Department which bear a dis--

-tinct designation are those of Principal Civil Medical

officer and Superintendent of the Government Civil Hospital

and that the other Doctors are designated as Assistant

Surgeons who may be assigned to any Medical work which the

Principal Civil Medical Officer may allot to them.
