(d). that if he were allowed quarters if
they fell vacant, why should he not be granted a house
allowance if it was lapsing into the Treasury ?
As a fact Mr. Moore was informed not that
he would be allowed quarters if they fell vacant but that
"should any free quarters happen to be vacant and not re-
*-quired for an Officer senior to yourself, your request
"to occupy them will be considered, but that by the terms
"of your appointment you have no claim to any allowance in
*lieu of quarters*.

It will be convenient here that
I should explain the position of Dr. Thomson and the
question of his house allowance, for the assumption that
he is Dr. Thomson's successor or is acting for Dr. Thomson
and as such is entitled to draw Dr. Thomson's house allow-
-ance underlies some of Mr. Moore's statements.
By letter of 26th. June, 1897,
Dr. Thomson was appointed from 1st. August, 1897, to be an
Assistant Surgeon in the Medical Department at a salary of
$300 a month, a monthly allowance of $60 in lieu of
quarters and the usual allowance for conveyance. The point
to be emphasized is that Dr. Thomson's appointment was as
