Mr. Moore's statement as regards the terms
of Dr. Koch's appointment was incorrect because in the
letter appointing Dr. Koah to be an Assistant Surgeon no
mention was made of quarters or allowances. Moreover Dr.
Koch drew under Colonial Office Regulation 124 and not
under General Order 36 (1) and also under special circums-
-tanoss:
(b), that after the date of his letter of
appointment, he was assured by the Principal Civil Medical
officer, Dr. P. V. Clark, that the terms of his appoint-
-ment plased him in exactly the same position as that of
the other members of the Medical Department who were on a
sterling basis, and was led to understand that the phrase
"without quarters or allowances of any kind" was inserted
in his letter of appointment to show that, in contra-distinct
-ion to men on dollar salaries, he was not to expect free
quarters or an allowance in lieu thereof unless attached to
an Institution where quarters were available.
Upon this I have only to remark that these
assurances, if given by Dr. Clark, were not only unauthoris–
-ed but also could not affect the prior terms of appoint-
-ment.
