without quarters or allowances of any kind and without
private practice, such appointment to date from 1st. Sep-
-tember, 1905. On the 5th. December, 1905, or about three
months after his appointment, Mr. Moore applied under 36
(1) of the Hongkong Civil Service General Orders for per-
-mission to draw, as from the lst. of September, 1905, the
same house allowance as had been granted to Dr. W. V. M.
Koch when he performed the duties of Medical Officer in
oharge of Victoria Gaol during Dr. J. C. Thomson's absence
on leave. As Dr. Thomson was occupying free quarters I
granted Mr. Moore the whole of Dr. Thomson's lapsing house
allowance, but subsequently stopped that grant when my
attention had been called for the first time to the terms
of the appointment of Mr. Moore and after I had perused all
the papers bearing on the subject. On the 22nd. January,
the 2nd. February and the 21st. February Mr. Moore renewed
his application on the following grounds:-
(a). that Dr. Koch's appointment was made
on the same terms as his own, and that as Dr. Koch was in
occupation of free quarters under General Order 36 (1),
he, Mr. Moore, was entitled under the same General Order
to quarters or an allowance in lieu of quarters.
