being chiefly in respect of overcrowding of tenement

houses and the erection of illegal cubicles.

In consequence of articles that

have appeared from time to time in the press and in view

of private representations that have been made to me to

the effect that considerable friction exists between the

Public and the Sanitary Department with regard to the en-

-forcing of the Sanitary Laws, I have recently appointed a

Commission to enquire generally into the subject of the

administration of these laws. The appointment of the

Commission was published in Government Notification No.

390 in the Government Gazette of the 11th. instant.

Since the date of my Despatch

referred to in paragraph 1 above I have inspected all the

Colonial Government Medical and Sanitary Institutions,

including the Tung Wa Hospital and Po Leung Kuk maintained

by the Chinese under Government supervision, and I have

issued such instructions with regard to them as appeared

to me necessary. I have also visited the three Hospitals

under the London Missionary Society with regard to which

a report in the form of tables appears on pages 98 and 99
