I have the honour to enclose a
copy of a letter in which Sir Francis Piggott, Kt., re-
-commends that Sir Henry Spencer Berkeley, Kt., who has
been Attorney-General of this Colony since May 2nd., 1902,
and has twice acted as its Chief Justice, should be appoint-
-ed to be one of His Majesty's Counsel for Hongkong.
