My Lord,

24961

OS Referring to my Despatch No. 158

of the 16th. June, 1905, I have the honour to transmit

eight eopies of the Report of the Harbour Master for the

year 1905.

2.

The total tonnage entering and

#learing during the year amounted to 34,185,091 tons, an

increase of 622,305 tons as compared with the previous

returns and the highest tonnage yet recorded. There was a

decrease of 323 Ocean vessels of 36,410 tons under the

British flag and an increase of 149 Foreign Ocean vessels

of 469,938 tons. The Harbour Master is probably correct

in assuming these variations to have been mainly due to

the facts that the war between Japan and Russia caused a

large number of British ships to come to the East, which

were withdrawn after the destruction of the Baltic Fleet in

May

THE EARL OF ELGIN, K.G.,
