(b) The Colonial Government watches and super-
vises the progress of the work but delegates
the technical control to the Consulting Engineer.
(c) The Consulting Engineer is responsible for
the conception and execution of the design in
accordance with the intentions of the Colonial
Government, prepares the estimates of cost and is responsible that they are adhered to, and that
the work is completed with due economy and expe-
dition.
(a) The Resident Engineer is entrusted with
the local execution of the work and acts under
the instructions of the Colonial Government,
conveyed either directly or (in all but excep-
tional cases) through the Consulting Engineer.
(•) The Crown Agents, as Agents for the
Colonial Government, do the commercial t business
connected with the work, they make the necessary
arrangements for its execution, purchase stores
and materials, engage men and conduct corres-
pondence between the Consulting Engineer and
the Secretary of State or Colonial Government.
