Kowloon Canton Railway Construction.

With our letter No. 42E/261/2 of the 12th of March we for

warded to you a copy of an office memorandum on the system

under which Public Works are laually carried out in the Crown

Colonies, and we informed you that a copy of this memo. had

been. communicated to Sir J.Wolfe Barry & Partners, the Consult·

ing Engineers for the construction of the Kowloon-Canton Rail-

way.

2. It will be observed that in paragraph 14 of the memo. attention is called to the necessity of keeping careful

accounts of stores and expenditure and to the importance of

arranging for prompt and effective audit by an officer inde-

pendent of the Resident Engineer; and I have the honour to

state that we are taking no steps here for the appointment of

an auditor, and that it will be for the Colonial Government to

make such arrangements, with the Local Auditor or otherwise, as

they may consider best for the purpose.

3.

The Consulting Engineers are addressing instructions

to Mr. Eves, the Resident Engineer, in a letter which is being forwarded through you by this week's mail, with reference to the

preparation of the "detailed estimate" of expenditure referred

to in the memorandum.
