on an actuarial basis as being the amount which this
Government is fairly entitled to receive from the Fund on
account of future liability for pensions, and the latter ia
simply a return to Government of its own money defrayed
from Ordinary Revenue on which 20 per centum was paid in
the year of collection to the Military Authorities in
accordance with Ordinance No. 1 of 1901.

I am advised by my Executive
Council that the suns above referred to should be transfer-
-red to Revenue free from the reduction of 20 per centum
on account of the Defence Contribution and to give effect
to this advice in which I concur I propose subject to Your
Lordship's approval, for which I now apply, to introduce
into the Legislative Council the Bill of which I enclose
a draft.
