From bis Majesty's Consul, Foochow, to the Harbour Master, Hong-

-kong, dated 10th. March, 1906.

My telegram of yesterday steamer alluded to

"Powhatan" now in Japan wishes to proceed direct to Mexico from

Foochow supposing she does not possess passenger certificate issued

in United Kingdom or British Possession but has Japanese Emigration

Certificate will it be absolutely necessary for her to proceed first

to Hongkong in order to take out British Certificate or is it not

possible for me as Buigration Officer to grant such Certificate after

proper survey and outfit in accordance with Ordinance 1689 section

46 regulation 9. Is there any British legislation against steamer

taking contract labourers ? Will reply telegrams. Kindly send me

Ordinance 1889. Emigration urgent.
