I have the honour to request Your

Lordship's covering sanction for expenditure at the rate of

$3,340 per annum which I have authorised for establishing

and working a Branch Post Office in order to facilitate

the handling of Chinese Correspondence between this Colony

and Canton.

2.

Up to the present an arrangement

for this correspondence known as the "hong system" has

prevailed. A "hong" is a private Post Office acting in

conjunction with an agency in another town. In Hongkong it

collects and delivers letters under licences issued under

Notifications Nos. 273 and 274 published in the Government

Gazette of 1902. Such letters are made up in packets addres-

-sed to the corresponding agency and the packets are taken

to the General Post Office and prepaid at the rate of
