were no boys who had not passed beyond Vernacular Grade I
and that 48% were in Vernacular Grades 4 and 5 and so
according to the Rules approved by the Governing Body to
come into full force after February, 1908, fit for pro-
-motion to the Upper School. This condition of affairs
will no doubt be steadily improved in the course of the
next two years. The first admission of boys to the College
in the upper classes of the lower school in accordance
with their English qualifications must, however, always
militate against the complete realization of the scheme.
