In continuation of my letter of yesterday's date, No.8%, on
the subject of the coal mortgage to the National Bank, I have the
honour to inform Your Excellency that I am now in receipt of a tele-
gram from His Majesty's Minister at Peking, requesting an explanation
in respect to Fung's declaration and statement of eccounts. The
Wai Wo Pu has communicated to His Majesty's Vinister a telegram from
the Viceroy, in which the latter contests the accuracy of Fung's
accounts; and declares that according to the books impounded when the
coal was seized, Chou Tung Sang had in July 1905 a capital of
$125,000 in the business. This evidence, the Viceroy declared, con-
flicts with Fang's statement that the partnership was lissolved in
December, 1904. As you will see from the translation of the Viceroy's
letter enclosed in my despatch of yesterday, the Viceroy's telegram
to the Wai Mu Pu, now communicated to the Minister, is practically
a summary of his letter to me - except that in his telegram he makes
no reference to the balance due by Fung - for in that letter to me
he claims that Fung Wa Chun, so far from being the owner of the coal,
is really indebted to Chou in the sum of $70,000 odd.
I should be glad if Your Excellency would call upon Fung
Wa Chun to furnish particulars elucidating these points, and also to
supply any further information which will enable me to telegraph ta
His Majesty's Minister and explain the actual position of the
accounts and otherwise refule, if possible, the allegations of the
Viceroy.
