I am instructed by the Directors of my bank
to apply to the Government for its assistance in respect of a
large stock of coal lying at Fa fi, Canton, which is in mortgage
to my Bank and which has been seized by the Chinese Authorities.
On the 88th. January last by a duly executed
mortgage which I shall be happy to show to you if desired, the
coal in question was morteased to my Hank by Mr. Pune Wa Chun in
consideration of an advance to him of the sum of $200,000.
On the 11th. February last the mortgage
referred to was duly registered at the British Consulate in
Canton.
Ever since the execution of the mortgage my
Bank have, through their Agents in Canton Messrs. Shewan, Tomes
and Company, been in complete possession of the coal nor has Mr.
Fung Na Chun been able to obtain delivery of any portion of it
without the consent of my Bank, and from time to time my Back
have granted delivery orders to him for various quantities
against proportionate payments against amount of the loan.
The quantity of coal stored at the aate of
the mortgage was 40,000 tons but the emount now remaining un-
-delivered is 33,000 tons.
