At the request of His Majesty's
Minister at Peking received by telegraph, I have the
honour to transmit for communication to the Foreign Office
copies of correspondence etc., on the subject of the
seizure by the Viceroy of the two Kwang of a stock of coal
stored at Fati in Canton which was mortgaged to the Nation-
al Bank of China, Limited.

The facts of the case are briefly
as follows:-
At the end of the year 1900, Mr. ---
Chou Tung Sheng who two years previously had been natural-
-ized a British subject and was then resident at Hongkong,
and Mr. Fung Wa Chứn, who was a British subject by birth,
Compradore to Messrs. Shewan, Tomes and Company and a
Justice of the Peace at Hongkong, entered into partnership
for the purchase of coal from the Société Française des
Carbonnages de Tonkin and its sale at Canton, each partner
subscribing
