the New Territories are divided for the purposes of land
registration.

As the Attorney-General has ad-
-vised that "no question can arise from the grant of a
Prespector's Licence as it is the Crown alone that could
⚫bject to a person going on Crown Land for the purpose of
prospecting" I am, in order not to delay the enterprise
that has been started, issuing te Sir Paul Chater under
the conditions of the draft rules and subject to Your Lord-
-ship's approval and to any legislation that may hereafter
be enacted Prospecting Licences for 6 months from the lat.
January of this year for the Lantae, Tsun-wan, Shatin and
Sai Kung Districts.

I have been informed by Sir Paul
Chater that the Manager of Messrs. Jardine, Matheson and
Company and other gentlemen of standing in the Colony are
associated with him in the enterprise which is an entirely
local one and that it is not intended to ask for capital
outside Hongkong.
