I have the honour to inform Your
Lerdship that ex the 15th. July last an application was
submitted by Sir Paul Chater, Kt., C.M.G., for a licence
for himself and his employés to prospect for minerals in
the New Territories and adjacent isles for one year. The
applicant asked at the same time on what terms the Govern-
-ment would grant mining rights. Subsequently he applied
for Mining Licences for certain specified areas.

Though previous mining ventures
in the area now comprised in the New Territories, while it
was still under Chinese Jurisdiction, had proved failures

and though I had and have no great belief in the existence
there of minerals in paying quantities it was necessary to
consider under what conditions an industry could be allowe
which, if the more optimistic views of Sir Paul Chater and
the gentlemex associated with him in the venture are
realized, will greatly assist in the further development
