and it was not until nearly two years later that they were deprived of the means of enforcing those rights by the retrospective Ordinance passed in or about June 1903.

On the above grounds, therefore, I venture respectfully, but at the swne time, strongly, to submit to you that having regard to the facts and equities of the case, you should recommend that full compensation be paid to my firm's Clients for all moneys expended by them in connection with the purchase, and all fees and co sts incurred in the same matter; as otherwise, my firm's Clients would be treated in a manner which, to say the least, would savour of unfair- ness to them despite their having shown the utmost bona- fides and care in their conduct of the matter.
