LEMORANDUM re PROPOSED AGREEMENT BETWEEN THE COVERITTENT OF
HOT KONG AT THE CHINESE GOVERNMENT FOR THE WORKING OF THE
TTIRE RAILWAY FROM CASTOJ 20 PORT KOWLOON.

The Government of Ton(konę propones to construct at
its own expense a Railway from Port Kowloon to the boundary of
the Kowloon territory under British Control, and as the Imperial
overnment of China is about to raise a loan through the agency
of the British and Chinese Corporation for the purpoco of
constructing a railway from Carton to the said same boundary,
is expedient that arrangements be discussed without delay so
that the entire roilway from Canton to Port Telcom £llough
consisting of two parts, ono the property of China and the other
belonging to the longkong Goverment, be constructed raintained
and worked as a single continuous railway, so that trains shall
run & traffic be owmiced on continuously throughout the whole
line without break er chigo.
By the proposed stem of unified construction and
canagement ruch expense will be saved to both Covermants, and
tho earning power of both Realwigs will thereby he raterially
increased.

Simultaneously with the Toan Agreement about to be
made between the Chinese Government and the British & Chinese
Corporation and without prejudice to any of the rights on the
Londholders and of the Corporation as tuercin defined, it is
propood that a Agreement ʼn also entered into between the Chinese Government and tho don; kong Goverment whereby uniforráty of construction in both railways be assured and arrangements satisfactory to both Governments be made for the working of
their respective lines when completed as if they were one comer
