HEADS OF CLAUSES proposed to be inserted in an agreement-to
be come to between the Government of the British Colony of
Hongkong (herein referred to as "the Hongkong Government")
and The Imperial Government of China (herein referred to as "the
Chinese Government") with reference to the construction equip
ment and working of a line of railway from Canton to Port
Kowloon part of which be in Chinese fant

Territory herein referred to as the railway.
A. Whereas the Chinese Government in order to defray the
cost of construction of their part of the railway and otherwise
to put itself in a position to construct the same propose to make
an issue of bonds through the agency of The British and
Chinese Corporation Limited and with a view thereto to enter
into with such Corporation (which is hereinafter referred to

as 'the Corporation") an agreement called a loan agreement the
provisions of which are in course of settlement between the
Chinese Government and the Corporation and when settled will
be submitted to the Hongkong Government to the intent that
this present agreement shall be read and take effect conjointly
and so as to coincide with such loan agreement.
