23 February 1905,
Sir.
With reference to Ur. Predo's labber (027/131. Q.M.0,6) of the 25th ultimo to the Colonial Office, res- pooting those members of the crew of the Russian Destroyer "Thurni" interned at long Kong who may be admitted to the Military Hospital at that Station, I am to request you to move the Aray Comell to cause the Lords Commissioners of llis Majesty's Treasury to be informed of the reasons for which it is proposed not to recover Fospital stoppages from these men. It appears to Their Lordships that the proper course would be to charge the ordinary llospital stoppage which would be made under tho Allowance Regulations against e British soldier under similar circumstancos. The chargo to be ruised against the Russian Government hereafter on account of the detention of the men can be considered when the occasion arises; but My Lords sed no reason why it should be less than the setual cost incurred by the long Kong authorities including hospital charges.
