last (No. 27155) forwarding with other enclosures a

copy of an Ordinance passed by the Legislature of Hong Kong entitled "An Ordinance to amend the Vagrancy Ordinance, 1897 and in reply I am to forward herewith

a copy of a letter on the subject from the Chamber of

Shipping of the United Kingdom, and to offer for the

consideration of Mr. Secretary Lyttelton the follow-

ing observations which are based upon the assumption

that the provisions of the O-dinance are not ultra

vires the Constitution of the Goverment of Hong Kong.

As the Board of Trade in the letter under acknow-

ledgment are asked to express their opinion whether

the Ordinance may properly be allowed to remain in

operation, they desire me to preface their remarks by

saying that the question whether the internal economy

of a Colony calls for restrictive measures with re-

gard to the immigration of Aliens is one which it is

for the Colony itself, subject to the control of the

Colonial Office, to determine, and they understand there-

fore that they are merely asked to advise upon the

policy of the measure in its relation to the particu-

lar interest with which they are concerned, viz: the

Shipping Trade of the Empire.
