Reverting to previous correspondence concerning

the question of the acceptance of docking certificates granted by this Society's Surveyors in connexion with the issue of Passenger Certificates to foreign vessels at certain Eastern ports, I am directed to acquaint you that the Committee have received a communication from the Austrian Lloyds Steam Navigation Company, pointing out the great inconvenience, exrenge and risk to which they will be put if the proposal of the Bombay Government, of which you advised me in your letter of the 11th ultimo ard which has been brought to the Company's notice by their Bombay Agents, is carried into effact.

The Company urgently desire that the Committee will approach the Board with a dew to the existing practice

of accepting this Socisty's docking certificates being

allowed to remain in force, and I am to say that the Committee are confident that the Board, who they feel

assured have no other object in view than to insure the safety of life and property and do not desire to pl ce unnecessary restrictions upon trade, will permit them to ask that the subject may be carefully reconsidered.

The Committee are of course aware that it is within the right of the Indian and Colonial Governments to make regulations respecting the issue of Fasenger Certificates

at ports within their respective territories, but they

have no doubt whatever that the Authorities immediately

concerned will be powerfully influenced by the views

of the Board upon the matter.
