Referring to your letter No. 2974 of the 9th

February last regarding the discharge at Hong Kong of Italian
Seamen from the "Inkula? I am directed by the Board of Trade
to state that they agree as to the desirability of obtaining
fuller particulars of the case.
As to the general questions raised I am to observe
for the information of the Secretary of State that the Board
of Trade have always considered it open to Colonial Authori-
ties to make such Regulations and conditions (not opposed to
the provisions of the Imperial Merchant Shipping Acts) with respect to the discharge of seamen at their ports as may be thought necessary to prevent men so left from becoming a
cause of expense to Colonial Funds
and to be called for in
the interests of justice to individuals.
