My dear Sir Mortimer:-

I beg to acknowledge the receipt of your

personal note of the 14th ultimo, transmitting copy

of a confidential report from the Governor of Hong

Kong to the Secretary of State for the Colonies re-

lating to the relief of destitute or insane American

citizens at Hong Kong.

Following general precedents regarding the

relief of indigent and disabled American citizens, it

appears:

1st. There is no federal provision for relief

except of destitute American seamen.

2nd. Our States maintain charitable institutions

to which destitute foreigners are admitted. In some

instances the State authorities have invoked the

mediation of the State Department to procure the

repatriation of the foreigner by his own Government,
