I have the honour to enclose a copy of the
Intelligence Report for the September Quarter which
has been sent to me by His Majesty's Consul General at
Hankow, and would invite Your Lordship's attention to
Mr. Fraser's remarks on pages 2 and 3 on Hongkong Com-
panies, in the justice of which I entirely concur.
There are also some observations on pages 3 and 4 of
the Hankow Intelligence Report for the June Quarter
(enclosed in my despatch No. 258) which bear on the
same subject. It seems a flagrant abuse of the Hong-
kong Companies' law for persons who are not British
subjects to form themselves into a Company for the
purpose of publishing newspapers in China in the
Chinese language, in order to avail themselves of
