I have the honour to transmit to you herewith translation of a Note addressed to me by the Wai Wu Pu on the subject of the land taxes levied in Kowloon.
In transmitting a translation of this Note to the Governor of Hongkong, enquiring what answer, if any, he would wish to have returned, I have informed him that while I am sending it to him direct to save time, I am of opinion that if Chinese subjects residing in British territory consider themselves hardly used, the Chinese Minister in London is the proper channel through which His Majesty's Government should be officially addressed.
